Diese Verordnung tritt unter Vorbehalt von Absatz 2 am 1. September 2008 in Kraft.
Die Artikel 23 Absatz 1 Buchstaben b–d und 2, 97 Absatz 2, 100 Absatz 2, 194 Absatz 1 Buchstabe a sowie die Artikel 3 zweiter Satz, 5b und 5d des Anhangs 6 Ziffer II/4 treten am 1. Januar 2009 in Kraft.
