If the creditor under a mortgage certificate has not come forward for ten years and if no demand has been made for interest during that period, the owner of the mortgaged property may ask the court to make a public call for the creditor to come forward within six months
If the creditor fails to come forward within this period and if an investigation concludes that there is a high probability that a valid claim no longer exists, the court shall:
in the case of a register mortgage certificate, delete the lien from the land register; or
cancel the mortgage certificate on paper and delete the lien from the land register.
