If a rural property increases in value due to improvements carried out with the help of the public authorities, the owner may record a lien in the land register as security for his or her share of the costs which takes precedence over all other registered encumbrances on the property.
If such land improvement is made without state subsidy, the owner may enter the lien for a maximum of two-thirds of his or her costs.
