If new exploitable land is formed from previously ownerless land as a result of alluvion, filling or ground displacement, changes in the course or level of public waters or in some other manner, such land belongs to the canton in which it lies.
The cantons are free to allocate such land to owners of adjoining land.
If a person can show that parts of ground have become detached from his or her property, he or she is entitled to take them back within an appropriate period.
