  1. Extra-parliamentary commissions may normally have no more than 15 members.
  2. Among the members there must a balance between the sexes, languages, regions, age groups and interest groups, with due consideration of the committee’s tasks.
  3. Members the Federal Administration may only be elected as members of a committee in exceptional cases and with due reason.
