  1. A committee is not established if the task can be more appropriately carried out by a unit of the central Federal Administration or an organisation or person from outside the Federal Administration.
  2. The Federal Council establishes extra-parliamentary commissions and elects their members.
  3. The members are appointed for a term of office of four years.
  4. If a seat becomes vacant, a replacement is elected.
