  1. In urgent cases, the President may order precautionary measures to be taken.
  2. If it is not possible to arrange an ordinary or extraordinary Federal Council meeting, the President decides in its stead.
  3. These decisions must be submitted retrospectively to the Federal Council for approval.
  4. In addition, the Federal Council may authorise the President of the Confederation to decide on matters of a predominantly formal nature.
