  1. The Federal Council convenes as frequently as its business requires.
  2. The Federal Council is convened by the Federal Chancellor on behalf of the President of the Confederation.
  3. Each member of the Federal Council may at any time ask for the Council to convene.
  4. In cases of urgency the President of the Confederation may make an exception to the regular procedure for convening the Council and conducting negotiations.
