Business that must be considered by both councils and which has been voted on by one council must then be passed on to the other council for consideration.
The first council may consider the matter again only after the other council has voted on it.
Where the drafts of more than one bill are submitted to the Federal Assembly accompanied by the same Federal Council dispatch or a report, these bills may be passed on individually to the other council after the first council has voted on them all.
A federal decree on the counter proposal to a popular initiative must be passed on to the other council with the federal decree on the related popular initiative.1
