The Presiding Colleges of the councils shall reach their decisions by joint deliberation in camera. The granting of authorisation in terms of Article 18 requires the agreement at least five members.
Authorisation to suspend postal and telecommunications secrecy may only be granted if the relevant authority has approved the order for surveillance to be carried out.1
