A parliamentary initiative may be used to propose that committee prepare a draft Federal Assembly bill.
The reasons for the parliamentary initiative must be stated. The statement of reasons must in particular include the aims of the bill.
A committee may submit a bill to its Council by means of a parliamentary initiative.
