6 CAR § 460-101. Definition.

(a) A “community based education center” means a secondary vocational center that serves the training needs of the local community by providing:

(1) Day, extended day, and/or evening vocational programs for secondary students and adults;

(2) Adult skills training, adult education, literacy, and/or basic skills for business and industry including workplace literacy;

(3) Youth and traditional apprenticeship programs;

(4) Technical preparation, applied academics, and remedial academic programs for secondary and adult students; and

(5) Industry startup programs.

(b) Community based education centers would be encouraged to form business and industry partnerships to accomplish the above.

6 CAR § 460-102. Advisory council.

(a) The advisory council of the community based education center shall meet a minimum of quarterly and shall be composed of:

(1) Superintendents;

(2) Business and industry representatives;

(3) Local community leaders; and

(4) Adult education/literacy training representatives.

(b) The advisory council shall review the programs offered at the center and consider/approve new programs.

(c) The minutes of the advisory council meetings shall be kept on file by the center.

6 CAR § 460-103. Annual report.

(a)(1) The community based education center shall submit an annual report to the Career Education and Workforce Development Board on its activities and accomplishments at the end of each school year.

(2) This report should include such statistical data as the number of secondary and adult students served, the number of industry classes and enrollment, etc.

(b)(1) This annual report shall also include the community based education center's plans for serving its community needs in the next year.

(2) Plans should be based on surveys of the needs of business and industry and the community.

6 CAR § 460-104. Funding.

(a) Fees for the programs and the budgets will be set by the community based education center.

(b) Community based education centers are eligible to apply for and receive state/federal/local funds from all sources that are available for secondary vocational education, adult education/literacy/workplace education, and adult skills training programs.

6 CAR § 460-105. Procedures.

(a) To become a community based education center, secondary vocational centers must submit their plan to the Division of Career and Technical Education and to the Career Education and Workforce Development Board outlining how they will serve the training needs of their community.

(b) The plan should outline how the center will address the various types of training listed in the definition and a list of the advisory council for the community based education center.
