2 CAR § 193-101 Generally {#sec-2-car-193-101 omnilex-key=us-ar-regs-official--title-2-part-193--2 CAR § 193-101}

2 CAR § 193-101. Generally.

(a) All live poultry destined for delivery in Arkansas must have a valid health certificate showing an Arkansas entry permit number.

(b) Day­old baby chicks and poults will be allowed to enter Arkansas with an NPIP form VS-9-3 in lieu of a health certificate and will be exempt from permit number requirement.

(c) All live poultry transporting vehicles entering the State of Arkansas must bear a valid Certificate of Cleanliness and Disinfection.

(d) If point of origin is in Arkansas, the vehicle must have a certificate showing it has been cleaned and disinfected in a sister state prior to re-entry into Arkansas.

(e) The health certificate and Certificate of Cleanliness and Disinfection must be signed by the state or federal veterinarian or his or her designee and shall contain the language and information prescribed below.

(f) All live poultry transporting vehicles entering the State of Arkansas must report to an official weigh station to show health certificates and/or Certificate of Cleanliness and Disinfection.

(g) Any poultry or poultry transporting vehicle not having the appropriate certificate will be barred from entering the state.

(h) Live poultry and transportation equipment owned and controlled by poultry companies in Arkansas may be exempted from these restrictions upon issuance of a permit or decal.

2 CAR § 193-102 Health certificate {#sec-2-car-193-102 omnilex-key=us-ar-regs-official--title-2-part-193--2 CAR § 193-102}

2 CAR § 193-102. Health certificate.

The health certificate shall provide the following information:

(1)(A) The entry permit number from the State Veterinarian's office in Arkansas.

(B) Telephone number for obtaining permits:

Monday - Friday 8:00 a.m. to 4:30 p.m. (501) 225-1598

(2) Date and time of shipment;

(3) Name, address, and phone number of purchaser;

(4) Name, address, and phone number of producer or shipper;

(5) Quantity;

(6) Type of poultry:

(A) Broilers;

(B) Males (broiler-breeder or commercial);

(C) Pullets (broiler-breeder or commercial);

(D) Hens (broiler-breeder or commercial);

(E) Turkeys; or

(F) Other;

(7) Other information (if any) about the breed of poultry; and

(8) Should be certified by one (1) of the following criteria:

(A)(i) This is to certify that I have examined the above described poultry and find same to be free of avian influenza, and to the best of my knowledge avian influenza (H5N2) has not been diagnosed in the area and this flock did not originate within an avian influenza quarantined area.

(ii) In case of doubt, the certifying veterinarian or his or her designee shall require a negative AGID serology test; or

(B) This is to certify that the above mentioned flock was diagnosed as avian influenza negative on the basis of a negative AGID – avian influenza serology test.

2 CAR § 193-103 Certificate of cleanliness {#sec-2-car-193-103 omnilex-key=us-ar-regs-official--title-2-part-193--2 CAR § 193-103}

2 CAR § 193-103. Certificate of cleanliness.

(a) The Certificate of Cleanliness and Disinfection shall contain the following information:

(1) The truck crates and equipment must be washed with soap and water under high pressure and disinfected at the place of origin as specified in 9 C.F.R. § 71.10 (1983); and

(2) Certificate must be issued after each use prior to entry into the State of Arkansas and must be signed and dated by the federal or state veterinarian or his or her designee.

(b) This certificate should also provide the following information:

1. Date and time of cleaning and disinfection;

2. Name and address of consignor and consignee; and

3. Other information.

2 CAR § 193-104. Eggs and reusable material.

(a) Eggs entering the State of Arkansas must be accompanied by a certificate specifying:

(1) Cosigner and consignee;

(2) Address; and

(3) Eggs for hatching or commercial.

(b) A statement shall be signed by veterinarian or management that eggs are from flocks free of avian influenza (HSN2), and not from a quarantined area.

(c)(1) Any reusable materials used in shipping of eggs into this state must be either new or free of visual debris and contaminates, especially feces and egg contents.

(2) In the event contaminated materials are found the entire lot will be disposed of immediately at the expense of the shipper.

(3) This rule is to be monitored by state egg inspectors.

2 CAR § 193-105. Transportation of inedible materials.

Trucks and containers of inedible materials and/or other equipment:

(1) Truck. Requirement same as for live bird haulers;

(2) Equipment and/or containers shall be:

(A) Washed with soap and water under high pressure; and

(B) Sanitized with approved disinfectant; and

(3)(A) Cleaning and disinfecting shall be carried out on truck before each entry into Arkansas.

(B) Cleaning and disinfecting of equipment and/or barrels shall be between each use.

2 CAR § 193-106. Poultry exhibitions.

All poultry exhibitions, except junior district fairs showing only Arkansas poultry, are prohibited until the threat of avian influenza no longer exists.
