15 CAR § 330-101. Guidelines for Keep America Beautiful Grants — Grants for certification.

(a)(1) In order to facilitate the growth of Keep America Beautiful Affiliates in Arkansas, we propose to offer grants to community groups that:

(A) Successfully complete certification; and

(B) Are accepted for membership in KAB.

(2) A matching grant may be applied for at the time of precertification training by KAB but will only be approved for payment after notification by KAB of approved affiliate status.

(3) The matching grant will reimburse the submitting organization on the basis of one dollar ($1.00) to each two dollars ($2.00) expended in securing certification up to a maximum of one thousand dollars ($1,000), funds permitting.

(4) Cash expenditures, value of donated materials, in-kind services, and volunteers’ time may be used to determine the total expenses involved for completing the certification process and qualify for matching grant funds.

(b) Recommended fund allocation: four thousand dollars ($4,000) per year.

15 CAR § 330-102. Guidelines for Keep America Beautiful Grants — Grants for new coordinators.

(a) To assist in the training of new KAB Affiliate Coordinators, we propose to offer grants to certified KAB affiliates in good standing to help full-time coordinators attend scheduled, formal KAB new coordinator training sessions offered in conjunction with KAB conferences.

(b)(1) The grants will be available to reimburse KAB affiliates for conference registration fees and travel and lodging expenses for up to one-half (1/2) of total expenses required to attend the training, to a maximum of five hundred dollars ($500) per person per conference.

(2) Only one (1) person from each affiliate may apply for the matching grant, and that person must have the primary responsibility for, and perform the duties of, the affiliate’s daily organizational management.

(c)(1) Preference will be given to persons who have not previously received KAB coordinator training.

(2) However, any person who is acting as a coordinator for an existing affiliate may apply for a grant for retraining.

(3) Funds will be approved and released upon submission of a request for travel reimbursement with receipts for covered expenses.

(d) Recommended fund allocation: six thousand dollars ($6,000) per year.

15 CAR § 330-103. Guidelines for Keep America Beautiful Grants — Grants for affiliate training.

(a) Recognizing the need for, and benefit of, continuing education and developmental guidance for members of the KAB Affiliate Network in Arkansas, we propose to offer grants to certified affiliates in good standing to help defray expenses in attending the KAB affiliate training opportunities in Arkansas.

(b) The grants will be available for up to two (2) attendees representing an affiliate to pay for whatever training fees that might be involved, including:

(1) Registration;

(2) Meals; and

(3) Supplies.

(c) Additionally, when the training schedule requires overnight travel by an attending affiliate member, reimbursement may be requested to cover the round-trip travel and lodging expenses:

(1) Based on state allowances; and

(2) Subject to funds availability.

(d) Funds will be approved only for those attending the conference, and reimbursement will be made in the name of the person or organization paying the registration fees upon presentation of a receipt for conference registration.

(e) Recommended fund allocation: six thousand dollars ($6,000) per year.

15 CAR § 330-104. Guidelines for Keep Arkansas Beautiful Grants — Grants for programs, projects, and activities.

(a) To assist and support KAB affiliates in efforts to initiate and complete programs that contribute to mission accomplishment within their communities, we propose to offer grants to certified KAB affiliates in good standing to help with funding of approved:

(1) Programs;

(2) Projects; and

(3) Activities.

(b) In order to be considered, a program must be primarily intended to encourage:

(1) Litter prevention, control, enforcement, or education;

(2) Beautification and scenic community improvements;

(3) Improved solid waste management practices and promote awareness of recycling benefits; and

(4) Educational programs in schools and elsewhere that support and advance the mission goals of KAB.

(c) The grants will be available to affiliates on the basis of matching one dollar ($1.00) of grant money to each two dollars ($2.00) of program/project expense borne by the affiliate, subject to a five hundred-dollar maximum grant per organization per year, subject to the availability of funds.

(d)(1) The grants may be applied for and approved at any time of the year, and processed for payment after receipt of a summary narrative of the completed project containing a total expense accounting.

(2) Cash expenses, value of contributed and in-kind goods, and volunteers’ time may be used to determine the total expenses for the project.

(e) Recommended fund allocation: four thousand dollars ($4,000) per year.
