Court of Appeals, State of Michigan
ORDER
IN RE SALMAN ALI PT
Docket No. 378299
LC No. 24-028730
Stephen L. Borrello, Chief Judge Pro Tem, acting under MCR 7.203(F)(1), orders:
The claim of appeal is DISMISSED for lack of jurisdiction because the October 28, 2025
order of the Board of Physical Therapy denying appellant’s application for reinstatement of his physical
therapist license is not directly appealable to this Court. MCL 333.16245, MCL 333.16247, and MCL
333.16248, provisions of the Public Health Code regarding applications for reinstatement of a license, do
not specifically address where an appeal may be filed from a decision of a public health board to deny
such an application. Accordingly, an appeal needs to be filed in accordance with the Administrative
Procedures Act (APA). MCL 333.1205(2). Under the APA, an appeal of the October 28, 2025 order
would have been properly filed in a circuit court indicated by MCL 24.303(1), not in this Court. Notably,
MCL 333.16237(6) is inapplicable because it allows for an appeal from a decision of a disciplinary
subcommittee of a public health board to be filed directly in this Court. But the present appeal is from an
order of the full Board of Physical Therapy, not a disciplinary subcommittee.
