For the reasons set forth by the trial judge in minute entry

dated May 22, 1991 in Civil Action 89-4417 on the docket of the
United States District Court for the Eastern District of Louisiana,
we affirm:
A. The judgment entered under date of August 29, 1991 which
dismissed plaintiff's claim against the federal defendants
under the Racketeer Influenced and Corrupt Organization Act,
and granted summary judgment to the federal defendants on
plaintiff's claims under the Taking Clause and the Due Process
Clause of the United States Constitution; and
B. The order entered under date of September 6, 1991 which
granted the motion to dismiss filed by Defendant Timothy Ryan,
Director, Office of Thrift Supervision,
both of which were certified for appeal to this Court by the trial
judge under Rule 54(b) of the Federal Rules of Civil Procedure.
We now remand this case to the trial court for such further
proceedings as may be necessary as to the remaining defendants and
causes of action.
