O R D E R
Appellees filed a petition for rehearing with suggestion for
rehearing en banc.
The panel considered the petition for rehearing and is of the
opinion that it should be denied.
A member of the Court requested a poll on the suggestion for
rehearing en banc, and a majority of the judges voted to deny
rehearing en banc. Chief Judge Wilkins, and Judges Wilkinson,
Niemeyer, Michael, Traxler, King, Gregory, and Shedd voted against
rehearing en banc. Judges Widener, Luttig, Williams, and Motz
voted in favor of rehearing en banc.
The Court hereby denies the petition for rehearing with
suggestion for rehearing en banc.
