altered 	the majority's 	decision 	had become 	available. 	In 	these
circumstances 	and 	in 	the 	interest 	of 	preserving 	the 	finality 	of
the 	Board's 	decisions, 	I 	concur 	in 	the 	decision 	not 	to 	grant
reconsideration.
