1 Die Revision der Klägerin ist wegen grundsätzlicher Bedeutung der Rechtssache gemäß § 132 Abs. 2 Nr. 1 VwGO zuzulassen. Im Revisionsverfahren kann geklärt werden, ob der generelle Ausschluss der Beihilfegewährung für den behindertengerechten Umbau eines PKW mit Bundesrecht, insbesondere mit der Fürsorgepflicht des Dienstherrn und dem Gleichheitsgrundsatz, vereinbar ist.
