1 Die Beschwerde der Klägerin ist zulässig und begründet. Die Revision ist nach § 132 Abs. 2 Nr. 1 VwGO wegen grundsätzlicher Bedeutung der Rechtssache zuzulassen.

2 Die Revision kann dem Senat Gelegenheit zur Klärung der Frage geben, ob und gegebenenfalls unter welchen Voraussetzungen im vertriebenenrechtlichen Aufnahmeverfahren nach bestandskräftiger Ablehnung ein neuer Antrag statthaft oder ob nur ein Wiederaufgreifen nach § 51 VwVfG möglich ist.
