Gründe

1 Die Beschwerde ist begründet. Die Revision ist nach § 132 Abs. 2 Nr. 1 VwGO wegen grundsätzlicher Bedeutung der Rechtssache zuzulassen. Das Revisionsverfahren kann voraussichtlich zur weiteren Klärung der Frage beitragen, ob und gegebenenfalls unter welchen Voraussetzungen der Normenkontrollantrag des Eigentümers eines außerhalb des Plangebiets gelegenen Grundstücks zulässig sein kann, wenn die Gemeinde die Festsetzungen des angefochtenen Bebauungsplans - hier: zur Verlagerung von Einzelhandelsnutzung - zum Anlass dafür nehmen will, in einem weiteren Bebauungsplan die bauliche Nutzbarkeit des Grundstücks des Antragstellers zu beschränken.
