1 Die Beschwerde hat Erfolg. Der Rechtssache kommt die von der Beklagten geltend gemachte grundsätzliche Bedeutung zu (§ 132 Abs. 2 Nr. 1 VwGO).

2 Das Revisionsverfahren wird dem Senat voraussichtlich Gelegenheit geben, unter anderem die Frage zu klären, ob eine an der Kleinen Hochseefischerei teilnehmende Erzeugergemeinschaft verlangen kann, dass bei der Erteilung von Fangerlaubnissen nach § 3 Abs. 2 des Seefischereigesetzes insbesondere wegen der dort genannten Kriterien der Leistungsfähigkeit und Eignung des Fischereibetriebes auch berücksichtigt wird, inwieweit andere Antragsteller über die erforderlichen Fahrterlaubnisscheine verfügen.
