The Federal Administrative Court admitted the revision in a civil-service compensation dispute concerning allegedly delayed or omitted promotion. The admissibility of revision does not require a conclusive merits assessment; it suffices that the clarification of the legal issue is suitable for the development of the law and the uniform application of law (consid. 1-2).

Revisionszulassung; Anforderungen an Zeit- und Umstandsmoment bei Verwirkung eines beamtenrechtlichen Schadensersatzanspruchs wegen verspäteter oder unterbliebener Beförderung
1 Die Revision wird wegen grundsätzlicher Bedeutung der Rechtssache (§ 132 Abs. 2 Nr. 1 VwGO) und wegen Divergenz (§ 132 Abs. 2 Nr. 2 VwGO i.V.m. § 127 Nr. 1 BRRG) zugelassen.
2 Das Revisionsverfahren erscheint geeignet, zur Klärung der von der Beschwerde aufgeworfenen Fragen beizutragen, welche Anforderungen an das Zeit- und das Umstandsmoment bei der Verwirkung eines beamtenrechtlichen Schadensersatzanspruchs wegen verspäteter oder unterbliebener Beförderung zu stellen sind. Gleichzeitig gibt das Revisionsverfahren dem Senat die Gelegenheit, über die vom Berufungsgericht im angefochtenen Urteil abweichend vom Oberverwaltungsgericht Koblenz, Beschluss vom 18. Dezember 2014 - 10 A 10738/14.OVG -, beurteilten Rechtsfragen zu entscheiden.
3 Die Streitwertfestsetzung für das Beschwerdeverfahren folgt aus § 47 Abs. 1 Satz 1, Abs. 3 und § 52 Abs. 3 GKG. Die vorläufige Festsetzung des Streitwerts für das Revisionsverfahren beruht auf § 63 Abs. 1 i.V.m. § 47 Abs. 1 Satz 1, Abs. 3 und § 52 Abs. 3 GKG.
