1 Die Revision wird wegen grundsätzlicher Bedeutung der Rechtssache zugelassen (§ 132 Abs. 2 Nr. 1 VwGO). Das Revisionsverfahren erscheint geeignet, zur Klärung der von der Beschwerde aufgeworfenen Frage beizutragen, welche Anforderungen an eine mitgliedstaatliche "Opt-out"-Regelung für freiwillige Mehrarbeit (Schichtarbeit) im Feuerwehrdienst über eine Arbeitszeit von 48 Wochenstunden hinaus nach Maßgabe von Art. 22 Unterabs. 1 der RL 2003/88/EG (EU-Arbeitszeitrichtlinie) zu stellen sind.
