Gründe

1 Die Revision der Klägerin ist wegen grundsätzlicher Bedeutung der Rechtssache gemäß § 132 Abs. 2 Nr. 1 VwGO zuzulassen.

2 Das Revisionsverfahren erscheint geeignet zur Klärung der Frage beizutragen, ob und unter welchen Voraussetzungen ein Beurteilungssystem, das für auf Lebenszeit ernannte Richter im Grundsatz auf Regelbeurteilungen verzichtet und lediglich Anlassbeurteilungen mit abhängig vom Einzelfall begrenzten Beurteilungszeiträumen vorsieht, den Anforderungen des Art. 33 Abs. 2 GG genügt.
