Der Antrag auf Wiedereinsetzung in den vorherigen Stand gegen die Versäumung der Anfechtungsfrist wird zurückgewiesen.

Die Klage wird abgewiesen.

Die Kosten des Rechtsstreits trägt die Klägerin.

Das Urteil ist vorläufig vollstreckbar. Die Klägerin kann die Vollstreckung gegen Sicherheitsleistung in Höhe von 110 % des Vollstreckungsbetrages abwenden, wenn nicht die Beklagten vor der Vollstreckung Sicherheit in dieser Höhe leisten.
