Der Einzelrichter erkennt:
1. In teilweiser Gutheissung der Beschwerde wird der Einspracheentscheid der Sozialversicherungsanstalt des Kantons Zürich, IV-Stelle, vom 16. September 2003 aufgehoben, und es wird festgestellt, dass die IV-Stelle die Kosten für ein Tandem-Therapie-Dreirad im Umfang von Fr. 4'700.-- zu übernehmen hat. Im Übrigen wird die Beschwerde abgewiesen.
2. Die Beschwerdegegnerin wird verpflichtet, dem Beschwerdeführer eine Prozessentschädigung von Fr. 900.-- (inkl. Barauslagen und MWSt) zu bezahlen.
2. Das Verfahren ist kostenlos.
