Die hierfür notwendige Beurteilung verlangt nach umfassenden, die Detailprojektierung voraussetzenden Abklärungen und Bewertungen, wozu in diesem Verfahrens stadium der Sachverhalt (Betriebskonzept, -zeiten, Besu- cherkapazitäten etc.) regelmässig noch nicht oder nur in allgemeiner Form bzw. erst lückenhaft bekannt ist.
