This includes primarily technical norms such as structural safety, traffic safety in the narrow sense, fire protection, hygiene, and internal access/arrangement of rooms.

Preliminary decisions not binding on third parties are appealable if they concern provisions without a spatial-planning function; this is the case in particular for predominantly technical standards governing structural safety, traffic safety in the narrow sense, fire protection, hygiene and internal room access. By contrast, the appeal restriction does not extend to such non-planning norms merely because they arise in a building-law context (consid. 1).
