In the National Council's spring session of 4 March 1987, Carobbio's motion concerning vocational training and a research center was discussed. The Federal Council recommended rejection, but during the debate it proposed transforming the motion into a postulate, and Carobbio agreed. The Council then transmitted the matter as a postulate.
Motion; conversion into postulate. Where the Council, upon proposal of the Federal Council and with the proponent's consent, transforms a motion into a postulate, the motion is not decided in its original form but is modified and transmitted only as a postulate.
