The Federal Assembly adopted a federal decree of 18 March 1994 amending the Constitution to abolish the price reduction for domestic wheat financed by customs duties. The amendment replaced the former rule with a provision allowing millers to be required to repurchase wheat at the Confederation's cost price, and abolished paragraph 4 of Article 23bis. The decree was submitted to a mandatory vote of the people and the cantons, with entry into force to be fixed by the Federal Council.
Art. 23bis Cst.; constitutional amendment by federal decree concerning domestic wheat pricing and customs-duty financing; the Federal Assembly may delete the former subsidization mechanism and replace it by a repurchase obligation at Confederation cost price, while subjecting the amendment to mandatory referendum and leaving the date of entry into force to be fixed by the Federal Council.

La constitution fédérale est modifiée comme suit:
Art. 23bis, 2e al., dernière phrase, et 4e al. 2
. Les meuniers peuvent être tenus de racheter ce blé au prix de revient payé par la Confédération.
4 Abrogé
II
1 Le présent arrêté est soumis au vote du peuple et des cantons.
2 Le Conseil fédéral fixe la date de l'entrée en vigueur.
