The Federal Assembly approved the PTT enterprise's 1992 financial budget, fixed the average authorized workforce at 64,622 persons, and opened three categories of commitment credits for investments. Art. 13 lit. d LOPTT; budgetary approval and commitment credits for the PTT enterprise; the Federal Assembly may approve the annual financial budget, fix the average authorized staff ceiling, and open commitment credits for specified investments. Where extraordinary traffic growth so requires, an increase in the authorized staff level may be requested for operating services; the federal finance act applies by analogy. A federal decree of this kind, not of general applicability, is not subject to referendum.

L'Assemblée fédérale de la Confédération suisse,
vu l'article 13, lettre d, de la loi sur l'organisation des PTT1); vu le message du Conseil fédéral du 23 octobre 19912),
arrête:
Article premier
Le budget financier de l'Entreprise des PTT pour l'année 1992, présentant un bénéfice d'entreprise de 1 285 000 francs et des investissements de.4 246 445 000 francs, est approuvé.
Art. 2
1 L'effectif moyen du personnel des PTT, soumis à autorisation, est fixé pour 1992 à 64 622 personnes.
2 Si un accroissement extraordinaire du trafic l'exige impérieusement, une aug- mentation des effectifs moyens peut être demandée pour les services d'exploita- tion. Les articles 17 et 18 de la loi fédérale sur les finances de la Confédération 3) sont applicables par analogie.
Art. 3
Sont ouverts à l'Entreprise des PTT des crédits d'engagements:
d'un montant de 1 119 990 000 francs pour des terrains et des constructions;
d'un montant de 1 718 489 000 francs pour des commandes de matériel à valoir sur les années 1993 et suivantes;
d'un montant de 29 400 000 francs pour des installations de traitement de l'information.
Art. 4
Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au référen- dum.

Approval of the PTT enterprise financial budget for 1992
