The Federal Assembly adopted a federal decree concerning the popular initiative on supervision of prices and credit interest. It ordered that the initiative be submitted to the people and the cantons and expressly recommended that it be rejected. The decree also reproduces the proposed constitutional text and records the approval of the National Council and the Council of States on 22 March 1991.

The Federal Assembly may, when adopting a federal decree on a popular initiative, decide that the initiative be submitted to the people and the cantons and formulate a recommendation for or against acceptance. The decree has no adjudicative character; it is a constitutional-political act organizing the referendum procedure and expressing the legislature’s voting recommendation.
Arrêté fédéral concernant l'initiative populaire «sur la surveillance des prix et des intérêts des crédits»
du 22 mars 1991
L'Assemblée fédérale de la Confédération suisse,
vu l'initiative populaire «sur la surveillance des prix et des intérêts des crédits», déposée le 28 septembre 19871);
vu le message du Conseil fédéral du 27 novembre 19892),
arrête:
Article premier
1 L'initiative populaire «sur la surveillance des prix et des intérêts des crédits» est soumise au vote du peuple et des cantons.
2 L'initiative a la teneur suivante:
La constitution fédérale est complétée comme il suit:
Art. 31septies, 2e à 4e al.
2 La surveillance des prix s'étend aux prix des biens, des services et des crédits, à l'exclusion des salaires et autres rémunérations du travail.
3 Lorsque des prix sont fixés, approuvés ou surveillés en vertu d'autres dispositions de droit fédéral, cantonal ou communal, la surveillance des prix peut être limitée à des recommandations.
4 L'autorité de surveillance des prix décide de la publication de ses décisions et recommandations.
Art. 2
L'Assemblée fédérale recommande au peuple et aux cantons de rejeter l'initiative.
