The Federal Assembly adopted a federal decree concerning the popular initiative "for the abolition of the heavy vehicle tax." It decided to submit the initiative to the vote of the people and cantons and, in the same decree, recommended that voters reject it. The text sets out the initiative's proposed constitutional amendment, namely the repeal of Article 17 of the transitional provisions of the Federal Constitution.
Federal decree on a popular initiative; the Federal Assembly may decide to submit the initiative to the people and cantons while simultaneously recommending rejection. The decree need only state the initiative's wording and the voting recommendation, without adjudicating a dispute or imposing judicial consequences.
Arrêté fédéral concernant l'initiative populaire «pour la suppression de la taxe sur les poids lourds»
du 22 juin 1990
L'Assemblée fédérale de la Confédération suisse,
vu l'initiative populaire «pour la suppression de la taxe sur les poids lourds», déposée le 24 juin 19861); vu le message du Conseil fédéral du 31 mai 19892),
arrête:
Article premier
1 L'initiative populaire du 24 juin 1986 «pour la suppression de la taxe sur les poids lourds» est soumise au vote du peuple et des cantons.
2 Elle a la teneur suivante:
Les dispositions transitoires de la constitution fédérale sont modifiées comme il suit:
Art. 17 Abrogé
Art. 2
L'Assemblée fédérale recommande au peuple et aux cantons de rejeter l'initiative.
