The Federal Assembly, relying on Article 6 of the Constitution and the Federal Council's message of 23 August 1989, granted federal guarantee to the Constitution of the Canton of Glarus adopted by the Landsgemeinde on 1 May 1988. The decree is not subject to referendum.
Art. 6 Cst.; federal guarantee of a cantonal constitution; the Federal Assembly may grant guarantee where the cantonal constitution has been validly adopted. The decree is of non-general application and is therefore not subject to referendum. The operative act merely accords constitutional guarantee and does not itself modify cantonal constitutional content.

Article premier
La garantie est accordée à la constitution du canton de Glaris qui a été acceptée lors de la landsgemeinde du 1er mai 1988.
Art. 2
Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au référen- dum.
