The Federal Assembly approved the 1984 financial budget of the PTT Enterprise. Art. 13 let. d PTT Organization Act; approval of the financial budget of the PTT Enterprise and opening of commitment credits; the Federal Assembly may approve the annual budget, fix the average authorized personnel complement, determine the allocation of the budgeted enterprise profit, and open commitment credits for specified investment purposes. If the budgeted profit is attained, its use is bound by the legislative allocation. Staffing may be adjusted downward if the traffic basis is not met and exceptionally increased if urgently required. A decree not of general application is exempt from referendum.

L'Assemblée fédérale de la Confédération suisse,
vu l'article 13, lettre d, de la loi sur l'organisation des PTT"); vu le message du Conseil fédéral du 19 octobre 19832), arrête:
Article premier
' Le budget financier de l'Entreprise des PTT pour l'année 1984, présentant un bénéfice d'entreprise de 253 698 000 francs et des investissements de 1 947 899 000 francs, est approuvé.
2 Pour autant que le montant du bénéfice d'entreprise budgétisé soit atteint, ce bénéfice doit être utilisé de la façon suivante: Fr.
Versement à la Caisse fédérale 150 000 000
Versement à la réserve générale de financement 103 698 000
Art. 2
1 L'effectif moyen du personnel soumis à autorisation de l'Entreprise des PTT est fixé pour 1984 à 56 144 personnes.
2 Si l'augmentation du trafic prise pour base de calcul dans le budget n'est pas atteinte, l'effectif moyen du personnel doit être réduit dans une mesure correspondante.
3 Si un accroissement extraordinaire du trafic l'exige impérieusement, une augmentation des effectifs moyens peut être demandée pour les services d'exploitation. Les articles 8 et 9 de la loi fédérale du 18 décembre 19683) sur les finances de la Confédération sont applicables par analogie.
