The Federal Assembly granted federal guarantee under Article 6 of the Federal Constitution to several revised cantonal constitutional provisions adopted in Solothurn, Grisons, Vaud, and Geneva. The decree also states that it is not of general application and therefore not subject to referendum. The Federal Council had submitted the matter in its message of 27 April 1983.
Art. 6 Cst.; federal guarantee of revised cantonal constitutions; scope of parliamentary decree and referendum. Where the Federal Assembly grants federal guarantee to specified amendments or repeals of cantonal constitutional provisions, it acts on the basis of Article 6 Cst. and may adopt a non-general federal decree. Such a decree is not subject to referendum when it lacks general normative scope. The guarantee extends only to the enumerated constitutional provisions accepted by the cantonal electorate, as specified in the dispositive clause.

L'Assemblée fédérale de la Confédération suisse, vu l'article 6 de la constitution; vu le message du Conseil fédéral du 27 avril 19831),
arrête:
Article premier
La garantie fédérale est accordée:
A l'abrogation de l'article 81, lettre A, chiffre 2, de la constitution canto- nale acceptée lors de la votation populaire du 26 septembre 1982;
A l'article 7, 1er alinéa, et à l'abrogation de l'article 7, 2e alinéa, de la cons- titution cantonale acceptés lors de la votation populaire du 27 février 1983;
Aux articles 88, 23, 74, 1er alinéa, 2, 3º alinéa, 27ter et 27quater ainsi qu'à l'abrogation de l'article 24 de la constitution cantonale acceptés lors des votations populaires du 2 mars 1980, du 30 novembre 1980, du 14 juin 1981 et du 13 décembre 1981;
A l'article 39 de la constitution cantonale accepté lors de la votation popu- laire du 26 septembre 1982.
Art. 2
Le présent arrêté, qui n'est pas de portée générale, n'est pas sujet au réfé- rendum.
