On 1 March 1983, the Swiss Federal Council certified the result of the popular vote of 28 November 1982 on the anti-abuse price-supervision initiative and the federal counterproposal. It recorded that the initiative was accepted by both the people and the cantons, while the counterproposal was rejected by the people and by all cantons. The Council ordered publication of the validation in the Federal Gazette and the insertion of the accepted constitutional provision as Article 31 septies.
Art. 15 of the Federal Act on Political Rights; validation of popular vote results by the Federal Council. The Federal Council certifies the outcome of a federal popular vote on the basis of the voting records and formally records the totals for the people and the cantons. Where an initiative is accepted, the validating order also directs publication and the constitutional insertion of the approved text; where a counterproposal is rejected, that result is likewise formally declared. The order is declaratory in nature and serves as the official certification of the referendum result.

Le Conseil fédéral suisse,
vu l'article 15 de la loi fédérale du 17 décembre 19761) sur les droits politiques ; vu les procès-verbaux de la votation populaire du 28 novembre 1982, arrête :
Article premier
Initiative populaire du 8 juin 1979 «tendant à empêcher des abus dans la for- mation des prix» et contre-projet de l'Assemblée' fédérale (arrêté fédéral du 19 mars 19822))
1 L'initiative populaire a été acceptée par le peuple par 730 938 oui contre 530 498 non avec 40 751 bulletins de vote sans réponse, ainsi que par les cantons, par 162/2 oui contre 44/2 non (annexe).
2 Le contre-projet a ete rejeté par le peuple par 281 132 oui contre 850 880 non avec 170 175 bulletins de vote sans réponse, ainsi que par tous les cantons (annexe).
Art. 2
1 Le présent arrêté ainsi que la récapitulation des résultats de la votation seront publiés dans la Feuille fédérale.
2 Le libellé de l'article sur la surveillance des prix (initiative populaire «tendant à empêcher des abus dans la formation des prix») qui a été accepté par le peuple et les cantons, sera inséré comme article 31 septles 3) dans la constitution et publié dans le Recueil des lois fédérales avec un renvoi au présent arrêté validant le résultat de la votation.

L'initiative populaire demandait que la disposition sur la surveillance des prix soit. introduite comme article 31sexies dans la constitution. Etant donné cependant que le peuple et les cantons ont déjà complété la constitution, lors de la votation du 14 juin 1981, par un article 31sexies sur la protection des consommateurs (RO 1981 1244), qui n'a pas été abrogé par l'initiative populaire, la disposition sur la surveillance des prix sera insérée comme article 31 septles dans la constitution.

Validation of the popular initiative result
The popular initiative was accepted by the people and the cantons.
The Federal Council relied on the voting minutes under Article 15 of the Federal Act on Political Rights and certified the national and cantonal totals.
Validation of the counterproposal result
The counterproposal was rejected by the people and by all cantons.
The same voting records established the rejection figures, which the Federal Council formally recorded and published.
Publication and constitutional insertion of the accepted initiative text
The order directs publication of the validation decision and insertion of the accepted price-supervision provision into the Constitution as Article 31 septies.
Because the initiative was accepted, the Federal Council ordered publication in the Federal Gazette and the constitutional insertion with reference to the validating order.
