Vu les faits suivants:

vu le recours interjeté par Michel et Karen Heiniger contre la décision du juge instructeur du 23 janvier 1996 déclarant leur recours irrecevable dans la cause au fond AC 95/284 pour tardiveté d'une avance de frais,

vu les déterminations du juge intimé du 2 février 1996,

vu la lettre du médecin Ciss du 15 février 1996,

vu l'art. 39 LJPA,

considérant

que les motifs de la décision attaquée sont convaincants et qu'il y a lieu d'y adhérer,

que l'un des recourants invoque une intervention chirurgicale qui l'aurait empêché d'agir durant sept jours à compter du 18 décembre 1995,

qu'il pouvait encore effectuer le paiement litigieux du lundi 26 au vendredi 29 décembre 1995,

qu'il a d'ailleurs été en mesure de donner un ordre à sa banque durant ce laps de temps,

que l'intéressé aurait pu de toute manière charger son conjoint de ce paiement,

Par ces motifs

la section des recours du Tribunal administratif

arrête:

I. Le recours incident est rejeté.

II. Les frais du présent arrêt, par 300 fr., sont mis à la charge des recourants.
