The appellant challenged the State Council's approval of a revision of the municipal zoning plan. Before the appeal was decided, the appellant, through counsel, withdrew the appeal. The Tribunal of Planning of the Territory therefore declared the proceedings exhausted, struck the appeal from the roll, and ordered that no court fees or costs be levied.
