The appellant challenged a State Council resolution approving a minor amendment introducing a setback line in a zoning-plan sector. Before the territorial planning court could decide the merits, the appellant withdrew the appeal by letter of 11 October 1998. The court held that the proceedings had become moot and ordered the case struck from the docket. It further decided that no fees or costs would be charged.
