The Municipality appealed the State Council’s approval of the municipality’s zoning plan. Before the Tribunal of the Territorial Planning, the appellant withdrew the appeal by letter of 24 July 1996. The court held that the case had become moot, struck the appeal from the roll, and ordered that no fees or costs be collected.
