The appellant challenged the State Council’s approval of a municipal zoning plan before the Cantonal Planning Tribunal. Before judgment, the appellant’s representative withdrew the appeal by letter of 14 August 1996. The tribunal held that the case had become moot and removed it from the docket. It also ordered that no taxes or costs be levied.
