The appellant had challenged a decision of the Canton Family Allowances Fund, but later clarified that the filing sent to the court was not meant as an appeal, only as a request for help and advice because of his difficult financial situation. The Cantonal Insurance Court therefore found that the case lacked предмет and ordered it struck from the docket. It also decided that no court fees or expenses would be collected.
Mootness; where the purported appeal is expressly clarified by the filing party as not being a legal remedy but merely a request for assistance, no justiciable dispute remains and the proceedings must be struck off the rolls. In such a situation, the court may likewise waive the levy of court fees and expenses pursuant to the applicable procedural law.

vista la lettera 4.1.02 dell'insorgente che dichiara che il suo scritto 11.12.01 al Tribunale non è da ritenere ricorso ma trattasi di "una richiesta di aiuto e consulenza vista la sua difficile situazione economica";
rilevato che la causa è priva di oggetto;
viste le disposizioni della Legge di procedura 6.4.1961;
decreta 1. la causa è stralciata dai ruoli:
non si prelevano né tasse né spese;
intimazione alle parti a sensi ed effetti di legge.
