Grundsätzlich ist davon auszugehen, dass beim subventionierten Güterstrassenbau auf wichtigeren Haupterschliessungsstrassen, die ganzjährig bewohnte Liegenschaften erschliessen, Hartbeläge erstellt werden. Bei Erschliessungen zu Einzelhöfen, die nicht ganzjährig bewohnt werden, wird in der Regel ein Hartbelag nicht subventioniert. Diese auch seitens der eidgenössischen Meliorationsbehörden befürwortete Praxis ist richtig. Gerade im Hinblick auf die Begehren der Wanderer und auch aus der Sicht des Natur- und Landschaftsschutzes - das ganze Beizugsgebiet des Wegnetzes ist Bestandteil des BLN-Objektes 1311, Napfbergland - erscheint es angebracht, auf die Asphaltierung von Güterstrassen, vorab bei der Erschliessung von nicht ganzjährig bewohnten Liegenschaften, zu verzichten.
