Une amende de CHF 10'000.-, sanctionnant une nouvelle transgression de l'autorisation de transformer un immeuble, peut être qualifiée de "tout-a-fait proportionnée", eu égard à la gravité de la faute et à la récidive, intervenue dans un délai de moins de 2 ans. La situation personnelle, financièrement difficile, du recourant ne permet pas de pondérer ce montant, compte tenu des éléments qui précèdent. Une amende de dix mille francs peut être considérée comme modeste eu égard au fait que l'administré viole pour la seconde fois la législation sur les constructions, en détruisant, au mépris de l'autorisation délivrée, des éléments dont la commission des monuments, de la nature et des sites (ci-après: CMNS) avait retenu l'intérêt architectural.
