Résumé
Une erreur du numéro d'une parcelle dans la publication d'une autorisation de construire n'est pas pertinente dès lors que la parcelle peut être localisée. L'implantation d'un cirque en zone villas est justifiée, car la parcelle en cause borde une voie à grand trafic et une voie ferrée, le cirque répond à un intérêt public (entraînement d'enfants et engagement de chômeurs) et le degré de sensibilité II est respecté (bruit). Il peut être fait application de l'article 26 alinéa 1 LALAT pour autoriser par voie dérogatoire l'installation d'un petit cirque en zone villas, dès lors que "les circonstances le justifient et qu'il n'en résulte pas d'inconvénients graves pour le voisinage". Ces conditions sont remplies en l'espèce du fait que ce cirque est implanté dans une zone de trafic peu propice à la construction de villas et qu'il propose plusieurs activités pour les enfants des communes avoisinantes. Le cirque n'entraîne pas en l'espèce d'inconvénients graves, notamment du point de vue des émissions sonores du trafic induit.
