M.________ appealed a Geneva cantonal social insurance judgment that had upheld a damage claim against him under Article 52 AHVG. Considérant en fait et en droit:
que par jugement du 26 novembre 2003, le Tribunal cantonal des assurances sociales du canton de Genève a admis la demande en réparation du dommage, au sens de l'art. 52 LAVS, que la Caisse cantonale genevoise de compensation avec introduite à l'encontre M.________ (ch. 1 du dispositif), rejeté la demande formée contre B.________ (ch. 2 du dispositif) et débouté les parties de toutes autres ou contraires conclusions (ch. 3 du dispositif);

que M.________ interjette un recours de droit administratif contre ce jugement dont il demande l'annulation, en concluant à sa libération;

que le prénommé sollicite par ailleurs le bénéfice de l'assistance judiciaire pour la procédure fédérale;

que par arrêt du 27 janvier 2004, destiné à la publication dans le Recueil officiel (1P.487/2003), le Tribunal fédéral a admis un recours de droit public et annulé l'élection des seize juges assesseurs au Tribunal cantonal des assurances sociales du canton de Genève, du 26 juin 2003;

que par arrêt du 15 mars 2004 (I 688/03), le Tribunal fédéral des assurances a considéré que les jugements de cette autorité cantonale de recours, auxquels a participé un juge assesseur dont l'élection a été invalidée, sont annulables pour ce motif;

qu'en l'occurrence, le Tribunal cantonal des assurances sociales a rendu son jugement du 26 novembre 2003 dans une composition irrégulière, dès lors que deux juges assesseurs (Mme Brutsch et M. Lozeron), dont l'élection a été invalidée, ont participé à la procédure et à la décision;

que la violation de l'art. 30 al. 1 Cst. entraîne pour ce seul motif l'annulation du jugement entrepris dans la mesure où il concerne M.________, et le renvoi de la cause à l'autorité judiciaire cantonale afin qu'elle statue à nouveau dans une composition conforme à la loi;
que la procédure n'est pas gratuite, s'agissant d'un litige qui ne porte pas sur l'octroi ou le refus de prestations d'assurance (art. 134 OJ a contrario);

que par analogie avec l'arrêt non publié L. du 22 novembre 1999 (C 300/99), les frais de justice doivent exceptionnellement être mis à la charge du canton de Genève en vertu de l'art. 156 al. 2 OJ;

que la requête d'assistance judiciaire, limitée à la dispense de payer une avance de frais, est dès lors sans objet,

par ces motifs, le Tribunal fédéral des assurances prononce:

Le recours est admis en ce sens que le jugement du Tribunal cantonal des assurances sociales du canton de Genève du 26 novembre 2003 est annulé dans la mesure où il concerne M.________, la cause étant renvoyée à cette autorité judiciaire afin qu'elle statue à nouveau conformément aux considérants.
2.
Les frais de justice, d'un montant de 500 fr., sont mis à la charge du canton de Genève.
3.
Le présent arrêt sera communiqué aux parties, au Tribunal cantonal des assurances sociales du canton de Genève, à la République et canton de Genève, à l'Office fédéral des assurances sociales, à S.________ et à B.________.
