The Federal Supreme Court held that the appeal against the Bern cantonal social insurance judgment in a health insurance dispute was inadmissible because the appellant failed to set out a legally sufficient request and did not explain in a meaningful way how the lower court's findings or reasoning were wrong. The court therefore did not enter into the matter in simplified procedure. Given the circumstances, it waived court costs. The decision was notified to the parties, the cantonal court, and the Federal Office of Public Health.

in das Schreiben des Bundesgerichts vom 16. September 2009 an G.________, wonach die Beschwerde die gesetzlichen Formerfordernisse hinsichtlich Antrag und Begründung nicht zu erfüllen scheine und eine Verbesserung nur innert der Beschwerdefrist möglich sei,
in die daraufhin von G.________ am 19. September 2009 eingereichte Eingabe,

in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG unter anderem die Begehren und deren Begründung zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt,
dass die beiden Eingaben des Beschwerdeführers diesen inhaltlichen Mindestanforderungen nicht genügen, da sie keinen rechtsgenüglichen Antrag enthalten und den Ausführungen nicht entnommen werden kann, inwiefern die Sachverhaltsfeststellung im Sinne von Art. 97 Abs. 1 BGG - soweit überhaupt beanstandet - unzutreffend und die darauf beruhenden Erwägungen rechtsfehlerhaft sein sollen, zumal die Vorinstanz im Detail festgehalten hat, wie die Prämiennachforderung unter Anrechnung bereits bezahlter Prämien zu ermitteln ist (angefochtener Entscheid E. 3.2), wogegen in den beiden Eingaben vom 10. und 19. September 2009 nichts Sachbezügliches vorgebracht wird,
dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG auf die Beschwerde nicht einzutreten und umständehalber von der Erhebung von Gerichtskosten abzusehen ist (Art. 66 Abs. 1 in fine BGG),

erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Gerichtskosten erhoben.

3.
Dieses Urteil wird den Parteien, dem Verwaltungsgericht des Kantons Bern, Sozialversicherungsrechtliche Abteilung, und dem Bundesamt für Gesundheit schriftlich mitgeteilt.
