The appellant challenged a decision of the Bern cantonal administrative court but failed to submit the missing lower-court decision despite being ordered to cure the defect under Art. 42(5) BGG. The Federal Supreme Court also found the complaint manifestly insufficient in form under Art. 42(1) and (2) BGG. In simplified proceedings under Art. 108(1) lit. a and b BGG, the court therefore declared the appeal inadmissible and waived court costs under Art. 66(1) second sentence BGG.

A manifestly non-compliant submission is inadmissible independently of any omitted cure. In cases under Art. 108 Abs. 1 BGG, the matter is decided in simplified procedure by the division president; court costs may exceptionally be waived depending on the circumstances.

Nach Einsicht
in die als Einsprache bezeichnete Beschwerde des E.________ vom 18. März 2011 (Poststempel) gegen einen Entscheid des Verwaltungsgerichts des Kantons Bern,
in die Aufforderung des Bundesgerichts vom 21. März 2011, die fehlende Beilage (vorinstanzlicher Entscheid) bis spätestens am 1. April 2011 nachzureichen, ansonsten die Rechtsschrift unbeachtet bleibe,
in Erwägung,
dass der Beschwerdeführer den ihm vom Gericht gemäss Art. 42 Abs. 5 BGG angezeigten Formmangel der fehlenden Beilage (vorinstanzlicher Entscheid) nicht innerhalb der angesetzten Nachfrist behoben hat, weshalb auf das Rechtsmittel androhungsgemäss nicht einzutreten ist,
dass zudem die Beschwerde vom 18. März 2011 den in Art. 42 Abs. 1 und 2 BGG statuierten Formerfordernissen offensichtlich nicht zu genügen vermag (BGE 136 I 65 E. 1.3.1 S. 68 und 134 II 244 E. 2.1 S. 245 f.), weshalb sich das Rechtsmittel auch insofern als unzulässig erweist,
dass deshalb auf die - insgesamt offensichtlich unzulässige - Beschwerde in Anwendung von Art. 108 Abs. 1 lit. a und b BGG nicht eingetreten werden kann,
dass es sich bei den gegebenen Verhältnissen rechtfertigt, von der Erhebung von Gerichtskosten für das bundesgerichtliche Verfahren umständehalber abzusehen (Art. 66 Abs. 1 Satz 2 BGG),
dass in den Fällen des Art. 108 Abs. 1 BGG das vereinfachte Verfahren zum Zuge kommt und der Abteilungspräsident zuständig ist,
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird dem Beschwerdeführer und dem Verwaltungsgericht des Kantons Bern schriftlich mitgeteilt.

No. The appellant failed to remedy the missing attachment within the deadline, so the appeal could not be considered.
The Federal Supreme Court had expressly warned under Art. 42(5) BGG that the missing attachment had to be filed by 1 April 2011. Since this was not done, non-entry followed.
